Staff Profile – Joanne Locke, MSW System Monitor and Analyst

Joanne Locke

Since November of 2012 Ms. Locke has functioned as the System Monitor and Analyst for the Mercer Alliance, participating in the designing and implementation of homeless system changes.  She assists in the development of performance standards and provides ongoing monitoring and evaluation services for the Continuum of Care projects. She works with the lead agency to develop and disseminate policies and procedures needed for Trenton/Mercer COC and provides the CoC Executive Committee with program-level and system-level reports on a regular basis.

Prior to her work at the Mercer Alliance, she had been the Camden County HMIS (Homeless Management Information System) Administrator since 2003. In that capacity, she monitored the status of a $1M Federal Homeless Prevention Rapid Rehousing grant, conducted internal audits and program performance evaluations and completed all federal reporting requirements as outlined by the Federal Office of Management and Budget. She prepared all data-related reports for State and Federal Homeless Grants, including Annual Homeless Assessment Report and Annual Progress Reports. She functioned as a liaison between the County Continuum of Care and Federal and State agencies. She also represented Camden County at the NJ State HMIS Advisory Council. Ms. Locke has a Master’s Degree in Social Work.
